Phase 1 vs Phase 2 ZATCA QR code
The short version: a QR code on an invoice is not the same thing as a full Phase 2 e-invoicing integration. Phase 2 may require structured electronic invoice formats, cryptographic controls, and connection with ZATCA systems.
Phase 1: visible invoice information
Phase 1 made QR codes and electronic invoice practices visible to many businesses. For simplified invoices, the QR code commonly contains the basic TLV fields used by scanners and invoice readers.
A PDF invoice with a basic QR code can be helpful for simple invoice presentation, especially for small businesses and freelancers.
Phase 2: integration is the bigger requirement
Phase 2 is broader than placing a QR code on a PDF. Depending on the taxpayer and wave, it can involve required electronic invoice formats, cryptographic stamping, clearance or reporting flows, and integration with ZATCA systems.
